C. Paul Evans PLCA Scholarship Program

The Pipe Line Contractors Association (PLCA) Scholarship Foundation, a private foundation established by the PLCA, has established the C. Paul Evans PLCA Scholarship Program to assist children, stepchildren, or grandchildren of full-time non-bargaining unit employees of Regular or Associate Members of the PLCA.

C. Paul Evans PLCA Scholarship Program

Renewable scholarships are offered each year for full-time study at an accredited vocational-technical school, two-year or four-year college, university or graduate school of the student’s choice.

The program is administered by Scholarship America®, the nation’s largest designer and manager of scholarships and other education support programs for corporations, foundations, associations, and individuals. Eligibility for individual programs is determined at the sole discretion of the sponsor and eligible applications are reviewed by Scholarship America’s evaluation team.

Eligibility

Applicants to the C. Paul Evans PLCA Scholarship Program must be:

  • Children, step-children or grandchildren (younger than age 26) of full-time non-bargaining unit employees of Regular or Associate Members of PLCA as of the application deadline date.
  • High school seniors or graduates who plan to enroll or students who are already enrolled in a full-time undergraduate or graduate course of study for the entire 2026-2027 academic year at an accredited vocational-technical school, two-year or four-year college, university or graduate school.

Awards

If selected as a recipient, the student will receive an $8,000 award. Up to twenty (20) awards will be granted. Awards are for qualified education-related expenses only (tuition, fees, books, and required supplies/equipment). Unused funds will be returned if award exceeds the cost of qualified education-related expenses.

Two (2) of the twenty scholarships awarded will be made to applicants who have Engineering and/or Construction Management major listed on their application.

Two (2) of the twenty scholarships awarded will be granted to applicants who plan to enroll or are already enrolled in either a vocational-technical school or a two-year associate degree program with preference being given to applicants majoring in a construction trade course of study.

If there are no applicants that meet either of the above criteria, these scholarships will revert back to the original selection process.

Only one (1) award per PLCA Member Company per year.

No more than 25% of eligible applicants will be awarded per IRS Revenue Procedure 76-47.

Awards are renewable up to three years on the basis of satisfactory academic performance and maintaining full-time enrollment at an accredited vocational-technical school, two-year or four-year college, university or graduate school. No recipient may receive more than $32,000 in total (including renewals).

Continued employment, affiliation, or dependency with a Member of the PLCA is not required for scholarship renewals.

Awards are for undergraduate and graduate study at an accredited two- or four-year college, university, or vocational-technical school.

Selection of Recipients

Scholarship recipients are selected on the basis of:

  • Academic performance
  • Demonstrated leadership and participation in school and community activities
  • Work experience
  • A statement of educational and career goals and objectives
  • Unusual personal or family circumstances
  • An online recommendation

Financial need is not considered.

Selection of recipients is made by Scholarship America. In no instance does any officer or employee of PLCA play a part in the selection. Not all applicants to the program will be selected as recipients. All applicants agree to accept the decision as final.

Notification

All applicants will be notified in early February.

Notifications are sent via email. When setting up your account, avoid using a school or work email. Instead, use an active, personal email address that you will continue to have access to.

Payment of Scholarships

Scholarship America processes scholarship payments on behalf of the PLCA Scholarship Foundation. Payments are made in one installment in early August.

Requirements

As part of your application, you must upload the following:

  • A current, complete transcript of grades. Grade reports are not accepted. Transcripts must display:
    • Student name
    • School name
    • Grades
    • Credit hours for each course and term in which each course was taken.

NOTE: If you are providing SAT or ACT test scores, and those scores are not listed on your high school transcript, you will need to upload a copy of your test score report(s) separately. If you are uploading a college transcript, those scores are not required.

One online recommendation form must be submitted on your behalf no later than January 14, 2026 3:00 PM Central Time.

Your application is not complete unless all required materials are submitted electronically.
